In black & decker u.s. ; , inc. v. supervisor of assessments, 245 the court held that in order to support "value in use" in most instances, the cost approach to real estate valuation must be supplemented with a more thorough analysis of the intrinsic value of the property to its owner. in joseph e. seagram and sons, inc. v. supervisor of assessments of baltimore county, 246 the court approved the use of a comparison between costs of handling whiskey barrels at one of the petitioner's modern maturation warehouses with the cost of handling them at the subject property in order to determine functional obsolescence. in nes v. supervisor of assessments of anne arundel county, 247 the court of special appeals held that appellant's seven parcels must be reported individually for property tax purposes. while the norm is to tax parcels that are owned by one person individually, an exception allows parcels to be taxed as a whole if they share a common zoning or a common use. the facts of this case are such that the parcels involved do not share a common zoning or use and therefore the exception cannot apply. in schaeffries v. supervisor of assessments of montgomery county, 248 the court held that the highest and best use of a property must be determined based on a comparison with the actual use of surrounding properties. it was not proper for the assessor to consider the potential uses of nearby properties which were zoned for higher uses than those to which they were actually put ; in arriving at a valuation for the subject property. in st. leonard shores joint venture v. supervisor of assessments, 249 a developer owned 105 unsold lots. the supervisor determined the cash value of each lot and combined them to reach a total cash value for all 105 lots. the taxpayer contended that the supervisor assessed the lots at more than their full cash value due to their bulk ownership and the fact that it was taking a considerable length of time to sell them. the court held that for purposes of measuring full cash value, the assessor should assume that a willing buyer and willing seller exist for each lot and value them accordingly.
