Mon ami gabi bistro this charming bistro is our new favorite local restaurant. it has it all: a delightful setting, better than average food, and affordable prices. sure, it goes overboard in trying to replicate a classic parisian bistro, but the results are less cheesy than most vegas attempts at atmosphere, and the patio seating on the strip no reservations taken there--first-come, first-served ; actually makes you feel like you're in a real, not a pre-fab, city. you can be budget-conscious and order just the very fine onion soup, or you can eat like a real french person and order classic steak and pommes frites the filet mignon is probably the best cut, if not the cheapest ; . there are plenty of cheaper options which is why we listed this place in the "moderate" category, by the way ; , especially at lunch. yes, they have snails, and we loved 'em. desserts, by the way, are massive and should be shared another way to save ; . the baseball-size profiteroles three or four to an order ; filled with fine vanilla ice cream and the football-size bananas foster crpe are particularly recommended. ooh la la.

Can you believe the amount of snow? ma nature has dumped a load on us this season. in the great northwest of saskatchewan in and around meadow lake provincial park, we have had excellent snowmobiling since november 15th. by the 20th of november, our president, gary doll, and i had some of the core trails groomed with our bombi and drag. the amount of snow made the going tough and slow at times. one thing to keep in mind--the amount of early snow has made riding on lakes and rivers a bit dangerous. the snow insulates the lake, not allowing the ice to thicken like normal. as well, the weight of the snow causes the ice to crack with slush water sitting on top of the ice. if you have to cross a lake, be careful. always know before you go! in addition to these four articles in this fine magazine, yours truly generates four club newsletters called trail talk and mails or delivers them to our 60-plus members and our two neighbouring snowmobile clubs. the newsletters keep our members informed of the club's activities and lists all our upcoming events or proposed trail rides. for our proposed trail rides, we choose a destination within 15 to 20 miles of the starting point, name a ride leader and take a lunch along. the ride is a go only if the temperature is -17c or warmer. everyone is invited, whether you are a member or not, including kids. one of our club's objectives is to get more people sledding. to accomplish this, we try to get a listing of as many older parked machines as we can and advertise them for sale on behalf of the owner at our favourite meeting spot--hazel's place in dorintosh. we have been successful in putting at least three buyers and sellers together. older non-operating sleds are listed as parts machines. at hazel's place, our club has a permanent information display that is updated regularly to let the general public know what our club is about. pictures, trail maps, newsletters and information are behind glass on a 42" x 36" framed wall unit. saturday, february 24 is the date our club has set for our annual rally. guaranteed prize money of , 750 will be split among the top three prizes, and there should be lots of door prizes. the rally starts at 11 a.m. at the parkland hotel in dorintosh. come and enjoy the fun. happy trails to you.

| As britain enters summer and a prolonged period of drought the blair government is looking for some breathing space to consolidate its position following a difficult few months. a significant cabinet re-shuffle in the spring saw some major personnel changes, with new secretaries of state in key portfolios such as transport, the environment, foreign affairs, the home office and trade and industry. those changes, together with public criticism of deputy prime minister john prescott, has added to media speculation about the timing of the resignation of tony blair. the prime minister has made it clear that he will stand down before the next general election, due before 2010, but no public indication has yet been given of when this will happen. however, with a parliamentary recess imminent and the world cup in full swing there has not been a great deal of interest in the detail of the business of government. uranium could become significant issue despite this, significant decisions are still being made and major policy issues with implications for australia are on the table. for example, the prime minister has indicated that the government will be releasing a white paper on energy in the coming months. it is widely expected the document will open up the debate about the expansion of nuclear energy in the uk. given the high profile of this issue in australia and the possibility of opening up further australian uranium exports this is an issue that australian firms will be particularly interested in monitoring. the prime minister has given no strong indication of what outcomes the government will recommend, but with the increased uncertainty of gas supplies from existing sources it is likely that the white paper will have to address the issue of nuclear energy as well as renewables and current energy sources. on a broader level, the question of uranium also has an international diplomatic dimension as europe and the united states are engaged in serious dialogue on a strategy to address iran's desire to progress with plans for its own uranium enrichment. clearly, energy issues will continue to feature strongly in the government's agenda through the summer and autumn months. multiplex project nearing finish on other australian-related news, the sacred turf for the new wembley stadium has now been laid, signifying another step toward the completion of the long-awaited project by australian construction firm multiplex and empire poker.
While minnesota experienced the declining rates of revenue growth felt by many states in 2001, it was still able to implement both one-time and permanent tax cuts within the context of a long-term balanced budget. nevertheless, reaching the final budget was contentious, and some observers felt that the continued emphasis on tax reductions came at the expense of needed investments in public services. in each year from 1997 to 2000, minnesota implemented tax cuts ranked among the ten largest nationwide. the 2001 legislative session began with proposals for more of the same. forecasters projected a 4 million surplus for the end of the fiscal year, which governor jesse ventura proposed to be used exclusively for a one-time sales tax rebate. the governor's fiscal package also included permanent cuts in income, property, and sales taxes. his spending proposals were much less ambitious, limited to a two year increase of 9 million -- less than the 7 million his department of finance had identified as being necessary to accommodate a two percent annual adjustment for inflation. a february downgrade to the fy 2002 - 2003 revenue forecast made budget decisions more difficult. the house and senate sparred over the relative size of spending increases and tax reductions, and the budget debate dragged into a special session. as the end of the fiscal year grew near, the possibility of a government shutdown increased. finally, a compromise was reached on june 28. it included a one time sales tax rebate of 1 million and a permanent net property tax cut of 9 million. the property tax reduction replaced the state-directed general education levy with state funds, reduced property tax levies, and enhanced an existing property tax circuit-breaker for homeowners. the cuts were offset by 2 million in revenue from a new statewide property tax on businesses, the future growth of which would be dedicated to education. spending increases were modest; programs in the "family and childhood education" budget category received no additional general fund money. the 2001 tax reduction continued a trend of aggressive tax cuts in minnesota. when the tax cut passed in 2001 is fully implemented in fy 2004 - 2005, it will reduce state general fund revenues by .95 billion over two years, using up 75 percent of the projected budget surplus of .61 billion. if declining economic growth continues and revenues fail to meet forecast amounts, these tax reductions may cause fiscal difficulties. the state economist sounded a cautious note in the announcement of the 2001 sales tax rebate, saying, ".the national numbers are not looking good.don't count on a rebate check in 2003." it is important to note, however, that in cutting taxes minnesota used sound budget management practices. the sales tax rebate was made in the context of the short-term cyclical budget surplus. while the state might have been better served by saving those one-time funds to protect against future revenue downturns, the state is not obligated to grant similar reductions in the future if excess funds fail to appear. the permanent tax reductions, on the other hand, were made in the context of the long-term structural surplus, which takes into account projected revenue growth and program costs. by distinguishing between windfall revenues and ongoing surpluses in varying the permanency of tax reductions, minnesota has lowered the chance of debilitating fiscal crises. minnesota also enjoys the benefits of a progressive income tax, which is more responsive to growth in the economy than sales or property taxes. and it showed responsibility in reversing a previously enacted budget gimmick involving accelerated sales tax collections. minnesota's recent focus on tax reduction as the first option for use of new tax revenues generated by strong economic growth may be at odds with those who would prefer that a greater percentage of available dollars be dedicated toward improving government services. but its disciplined approach to budgeting in assuring the long-term affordability of tax and spending decisions should serve as a model for other states to follow.

Table 10 provides the number and type of crime occurrences recorded by one major gambling venue's security staff. how each matter is resolved depends on the perceived severity of the incident. the vast majority of incidents are dealt with internally; that is, a warning, removal from the premises, and or a suspension of privileges. in the event of a serious crime robbery, assault with a weapon, car theft, etc. ; police are notified. security personnel are empowered to make house arrests; that is, detain a suspect until the police arrive. it is important to note that gambling venue security managers exercise wide discretionary powers in terms of how certain crime-related incidents are handled; as a general rule, the less fuss and publicity, the better it is for the gambling venue. employee thefts are common at large legal gambling venues as they are at other large businesses ; and are typically handled in-house. ordinarily, employee theft results in job termination and loss of gaming industry registration; further steps are not always taken because the venues wish to avoid publicity and in some cases they lack confidence in the court system one interviewee described the court system as a "joke, " because a dealer convicted of stealing over , 000 was given a conditional discharge ; . exceptions do occur when the theft is from a gaming table and or the theft is for a sizable amount; aglc investigators and or the police are called in and charges pressed in such instances. while gambling venue interests may be better served by handling criminal activities internally, this approach contributes to gambling-related crimes being underreported. most gambling venue criminal occurrences never make it into police files. the security managers candidly discussed the criminal types that frequent their premises. depending on the gambling venue, the greater or lesser likelihood there is of attracting so-called "undesirables" generally speaking, downtown venues attract a "rougher" clientele than do venues in outlying districts ; . this observation is borne out by the numbers on each venue's "banned" list. all of the major edmonton gambling venues exclude troublesome patrons; depending on the seriousness of the misbehavior, players may be banned for a day, week, three months or life. banned lists in edmonton's major gambling establishments range from 75 to 700 patrons; making the list can result from a single serious incident, but usually it's because of serial misconduct. individuals on the list can be charged with trespassing if they return to the premises. examples of and poker games.

| This result, it turns out, was not an anomaly. in a famous 1987 study, researchers michael diehl and wolfgang stroebe from tubingen university in germany concluded that brainstorming groups have never outperformed virtual groups.7 of the twenty-five reported experiments by psychologists all over the world, real groups have never once been shown to be more productive than virtual groups. in fact, real groups that engage in brainstorming consistently generate about half the number of ideas they would have produced if the group's individuals had pondered the problem on their own. in addition, in the studies where the quality of ideas was measured, researchers found that the total number of good ideas was much higher in virtual groups than in real groups. these results are confounding. we are used to thinking that brainstorming will enhance a team's creative abilities; this is, after all, why we do it. in general, however, research insists that brainstorming is difficult to get right. tom kelley also suggests that there may be more to brainstorming than simply following the original four rules. "the problem with brainstorming is that everyone thinks they are doing it, " he says. "brainstorming is practically a religion at ideo, one we practice nearly every day. though brainstorms themselves are often playful, brainstorming as a tool--as a skill--is taken quite seriously." diehl and stroebe set out to understand why brainstorming was such an unpredictable methodology. they arranged three experiments to test three separate theories in an attempt to isolate the most crucial factor for such a counterintuitive effect. the first theory referred to the "free rider phenomenon, " where some participants of a group would essentially relax and rely on others to come up with new ideas, since ultimately the contributions would be anonymous. the second theory was "evaluation apprehension, " which suggested that some group members avoided expressing wild or original ideas based on how the other members of the group would privately judge them. both of these effects seemed to play some role, but they were not very significant. instead, it was a phenomenon called "blocking" that was responsible for the vast difference between brainstorming in a group and doing so individually.
